Construction and Demolition Recycling Program
New Reporting Requirements effective February 1, 2023

All Construction and Demolition Recycling Plans (formerly known as Form B) are now accepted online through Citizen Access at https://vcca.ventura.org/vcca.aspx.

Form C is no longer required. Applicants must submit Recycling Receipts in Citizen Access to receive Final Approval.

The Form B/Form C reporting process remains unchanged for County Projects.

California’s Green Building Standards Code (CALGreen) requires the diversion of at least 65 percent of the construction waste generated during most “new construction” projects (CALGreen Sections 4.408 and 5.408).

Currently, the County of Ventura enforces a landfill diversion rate of 65% for C&D debris as stated in CalGreen and in V.C.O.C. Section 4773.

  1. Construction of new residential and non-residential buildings
  2. Additions and alterations to non-residential projects
  3. Demolition of residential and non-residential buildings
  4. Additions and alterations to residential buildings that increase the structure’s conditioned area, volume, or size

A project may be EXEMPT from the Construction & Demolition Debris Recycling requirement if the project meets one of the following descriptions:

  • Projects consisting solely of additions or alterations of existing residential dwellings that do NOT increase the structure’s conditioned area, volume, or size.
  • Projects consisting solely of the installation of prefabricated structures such as manufactured or modular home, metal barns, patio enclosures and covers.
  • Projects consisting solely of the installation of prefabricated accessories such as signs or antennas where no foundation or other structural building modifications are required.
  • Projects consisting solely of the installation, removal, or relocation of solar panels.
  • Work for which only a plumbing permit, and electrical permit, and/or a mechanical permit is required.

Projects consisting solely of an above or in-ground pool and/or spa.

  1. Create an account with Citizen Access. https://vcca.ventura.org/vcca.aspx
  2. Log onto your Citizen Access account
  3. Select “Public Works” at the top of the page
  4. Click “Create an Application”
  5. Select “Construction and Demolition” and “Recycling Plan” from Record Type, then click “Continue Application”.
  6. A project may be exempt from the Construction & Demolition Debris Recycling requirement if it meets one of the descriptions in Step 1.
  7. Complete the application and click “Submit”.
  8. The applicant will receive a confirmation email at the address provided in the application. Once reviewed and approved by IWMD staff, a Pre-Approval email will be sent to the applicant.
  1. Obtain recycling receipts. Click here to see a sample of recycling receipts. Receipts showing “trash only” or “disposal only” will not be accepted.
  2. Prepare a Letter of Documentation, if needed. A Letter of Documentation is needed if materials were reused onsite, donated or sold, or placed in a curbside recycling/yard waste cart. Click here for a template.
  3. Log onto your Citizen Access account
  4. Select “Public Works” at the top of the page.
  5. Select the appropriate Record Number, then click “Record Info”. A drop-down menu will appear. Select “Attachments”.
  6. Click “Add” to upload your Recycling Receipts and/or Letter of Documentation. The maximum file size is 1000 MB.
  7. The applicant will receive a confirmation email at the address provided in the application. Once reviewed and approved by IWMD staff, a Final Approval email will be sent to the applicant.

All projects under contract with the County of Ventura must follow the Construction and Demolition Recycling process described in your awarded contract.
