Project Location:

The project site is comprised of a 1.7-acre portion of Assessor’s Parcel No. 074-0-170-080 within the Ventura County Medical Center campus.  More specifically, the site is located at 375 Hillmont Avenue, Ventura.

Project Details:

 

The approximately 1.7 acre parking lot would be composed of asphalt concrete and include 139 standard parking spaces (9 by 18-foot, two bi-directional access driveways from Hillmont Avenue, ten LED light fixtures mounted on 28-foot-tall light standards, focused downwards to provide security lighting, irrigated landscaping along Hillmont Avenue (approximately 10 feet wide, or about 3,600 square feet), a 6,175 square foot storm water treatment area to detain and treat storm water run-off including a percolation basin/vegetated bio-swale, screening landscaping immediately east of the storm water treatment area (approximately six feet wide, or about 570 square feet) and fencing along the perimeter of the storm water treatment area.

Environmental Review Findings:

The Ventura County Public Works Agency has prepared a Draft Negative Declaration (ND) pursuant to the State Guidelines for the Implementation of the California Environmental Quality Act (CEQA).  The ND prepared for the project identifies and discusses potential impacts for identified subject areas.  Significant effects on the environment were not identified.

Document Availability:

The Draft ND may be reviewed at the Public Works Agency office located at 800 S. Victoria Avenue, Ventura, California.  An electronic copy of the Draft ND may be requested from the Project Manager.  The Draft ND is also available for review at the Public Works Agency website VCMC Parking Lot Public Draft.

How to Comment:

The Ventura County Public Works Agency is soliciting comments on the adequacy and completeness of the ND.  Comments should be provided to the Project Manager, Ms. Devi Nallamala at 800 S. Victoria Avenue, Ventura, California 93009 or devi.nallamala@ventura.org prior to the close of the public comment period on February 21, 2023, at 5:00 p.m.  The date and time of the Board of Supervisors hearing to consider project approval will be provided on the Public Works Agency website.
