The Engineering Services Department (ESD)

provides a wide range of engineering services to clients within the County of Ventura organization and the public. Our services include: the capital program and project management, facilities contracting, land development, flood damage mitigation, land surveying and surveyor support.

The ESD is headed by Chris Cooper and it includes the County Surveyor’s Office, which is managed by Wayne Battleson, the Development and Inspection Services Division, which is managed by Ray Gutierrez, the Project Services Division, which is managed by Brian D’Anna, and the Contract Support section, which is supervised by Terry Smith.

Land Development Services

GRADING PROJECTS

Grading is regulated because it can cause serious problems when not done properly and can result in damage to your property or other property or result in the deposition of sediment or debris on public right-of-way, private property, streams or natural water courses, or otherwise cause a nuisance.

GEOHAZARD REVIEW

Geotechnical review by the County can prevent the before and after photos by a thorough review of pertinent Geologic and engineering reports, maps and other information to reduce the exposure of a site or structure to such hazards, consistent with accepted standards of the geotechnical profession.

FLOODPLAIN DEVELOPMENT

Within unincorporated Ventura County, development proposed within a floodplain requires a Floodplain Development Permit prior to the issuance of a Building or Grading Permit. Compliance with these requirements helps minimize the risk of flood damage to new and substantially improved/ repaired / remodeled buildings.

Surveying

FIELD SURVEYS

The County Surveyor’s Office provides various types of field surveys for County projects, including topographic surveys, boundary and right-of-way surveys, horizontal and vertical control surveys, and setting and measuring aerial targets for photogrammetric mapping.

PUBLIC COUNTER

We provide copies of recorded tract maps and parcel maps at our public counter, and help the public and professionals research our vast library of maps, drawings and historic aerial photography. Many of our resources are also available online through County View or the County Surveyor website.

MAP CHECKING

Our office is responsible for checking maps, legal descriptions, and other documents prepared by professional land surveyors in order to subdivide land, adjust property lines, and modify city or special district boundaries.
